Valoria maintains a strong military for national defense, deterrence, and protection of the population.
Offensive action is limited to counter-offense against forces that attack. The military is not organized around conquest or permanent expansion, and final lethal authority stays under human control.
Constitutional Control
Security institutions remain subordinate to constitutional authority and civilian review.
Emergency conditions do not erase due process or public accountability.
Maximum initial periods for states of emergency: 60 days for disaster or public health emergencies, 90 days for war, invasion, or foreign attack, and 30 days for internal security emergencies. Every emergency receives automatic Constitutional Council review within 14 days.
