Valoria separates its state congress from its Party congress so representation, legislation, Party direction, and leadership confirmation have different homes.

What this institution is meant to do.

The short version comes first. The concern stays visible because the model has to be judged by its limits as well as its aims.

There are two national congresses: one runs core state decisions, and the other organizes Party direction and leadership confirmation.

A congress can become a closed professional class. The proposed design uses rotation, sortition, functional representation, and support for ordinary delegates.

The National Congress

The National Congress is the highest state representative body. It legislates, approves plans and budgets, oversees government, confirms major appointments, amends the constitution, and conducts authorized removal proceedings.

Its working design combines randomly selected ordinary Party members with workers, youth, regional delegates, experts, Party officials, cooperatives, and civic bodies.

The National Party Congress

The National Party Congress is separate. It confirms the General Secretary and Head of State, elects the Central Committee, and reviews Party direction.

Its representation is intended to include territorial branches, workers, youth, experts, public institutions, cooperatives, regions, and civic bodies rather than only Party administrators.
