The Party leads under the constitution. Congress, the executive, courts, expert bodies, regional government, and public institutions each have their own roles.
No single office should identify a problem, carry out the response, and grade its own performance without outside checks.
Rotation and responsibility
Leadership continuity is balanced with rotation. Institutions keep their memory without turning into a closed class.
Clear responsibility chains make it possible to trace decisions and judge them after the results appear.
Performance and legitimacy
Legitimacy is not a symbol. It depends on results, fair burdens, understandable decisions, and the ability to correct mistakes.
When those fail, institutions should change openly instead of protecting their image.
