The Five-Year Plan is Law
Based on the CPC's five-year plans, in Politeia they are law. The plan distinguishes between various categories, such as Binding Mandates, Directed Objectives, and Indicative Targets, so there is never a legal gray area.
The plan is public for the people to see.
Planning results in concentration of power. Every variant of a five-year plan is published with timestamped and auditable historical edits through a national digital platform. The people can hold the plans accountable, just as much as the government can.
The four pillars
No pillar is superior.
Four equal foundational pillars, each protected, so they may not be sacrificed for gains in another pillar. Development that results in harming human welfare, continuity through stagnation, and liberation without reconstruction will never be accepted in a Politeian state.
Build a society that is both constantly improving, yet capable of admitting when something has gone wrong.
The state holds the power to plan the national direction, only while people can audit, understand, and take part in decisions with limited power. The people can hold officials accountable, and assist in removing those who fail.
