A society cannot negotiate with the damage it leaves behind.
Ecology sets a boundary around growth and planning. The point is to make limits visible before a crisis chooses for everyone.
Water, energy, land, and carbon shape what an economy can safely promise. Public planning has to account for them.
Limits can be used to justify austerity or exclusion. Valoria has to show its evidence, share burdens fairly, and keep correction open.
