Complex systems need skill

A modern state deals with ecology, finance, courts, infrastructure, education, technology, and security. Pretending those systems can be run by impulse is irresponsible.

Skill is not a blank check

Competent people still need limits. They can become arrogant, insulated, self-protective, or wrong. The model requires transparency, audit, rotation, review, and responsibility.

Avoiding caste

The public system has to keep paths into responsibility open, published, and reviewable. Qualification should not become inherited status or a closed club.
