Constitutional Order
Valoria is a centralized, competence-led socialist state with structured participation, defined institutions, and a constitution that also binds the Party’s exercise of public power.
The claim
What this institution is meant to do.
The short version comes first. The concern stays visible because the model has to be judged by its limits as well as its aims.
The constitution sets out who does what, which decisions need review, and what no office is allowed to do on its own.
A centralized state can turn authority into personal rule. The model answers that risk with separated institutions, recorded procedures, and routes for removal and review.
One political order, distinct institutions
Valoria is not a liberal multi-party electoral state. Its democracy works through Party membership, congresses, sortition, functional representation, expert review, complaints, and accountable administration.
The Party is permanently leading, but the constitution binds how it exercises state power. Courts, Congress, the executive, expert bodies, and local government do not collapse into one office.
What remains open
The first constitutional pass does not fix every title, ministry, local-government name, or procedural deadline.
Those details are intentionally left open for later drafting and stress testing rather than presented as settled fact.
