A centralized state can turn into personal rule. The model answers that risk with separate institutions, recorded procedures, and ways to remove and review officials.
One political order, distinct institutions
Valoria is not a liberal multi-party electoral state. Its democracy works through Party membership, congresses, sortition, functional representation, expert review, complaints, and accountable administration.
The Party is permanently leading, but the constitution binds how it exercises state power. Courts, Congress, the executive, expert bodies, and local government do not collapse into one office.
What remains open
The first constitutional pass does not fix every title, ministry, local-government name, or procedural deadline.
Those details are intentionally left open for later drafting and stress testing rather than presented as settled fact.
