Executive and Expert Councils
The executive coordinates government, while the Council of Experts shares strategic authority in complex fields without becoming a self-protecting caste.

What this institution is meant to do.
The short version comes first. The concern stays visible because the model has to be judged by its limits as well as its aims.
Ministers run the government. Experts help set and test major strategies. Neither side gets to govern alone.
Technical expertise can become insulated, while an executive can ignore evidence. The model requires recorded decisions, review, counter-plans, and limits on both.
The State Executive Council
A Premier coordinates ministries, public services, budgeting, Five-Year Plan implementation, regional coordination, and routine crisis response.
Major decisions require recorded Council votes. Congress can compel testimony, documents, data, formal answers, and corrective plans. The Premier cannot override Congress, courts, or the Party’s constitutional role.
The Council of Experts
The Council contributes to scientific, technological, medical, industrial, ecological, educational, economic, and administrative parts of national planning.
Its members are drawn from institutional nominees, peer-elected experts, and qualified political appointments. Major disagreement requires written positions, evidence disclosure, counter-plans, measurable failure thresholds, and reversible implementation where needed.
